NAV (Norwegian Labour and Welfare Administration)

In 2005 the government in Norway decided to merge The National Insurance organisation (Trygdeetaten), The National Employment Service (Aetat) and The Social Welfare System (Sosialtjenesten). As a result, the Norwegian Labour and Welfare Administration (NAV) was established July 1st 2006.

www.nav.no is one of the most visited internet pages in Norway, and has more than 1.100.000 unique visitors a month. And NAV serves the whole population of Norway.

How to develop a new Internet service for an organisation that’s not yet established?

The making of www.nav.no

In May 2005 The Norwegian parliament decided on the reform of The Norwegian Labour and Welfare Administration. This resulted in a merger of three former organisations:

  • The National Insurance organisation (state)
  • The National Employment Service (state)
  • The Social Welfare System (municipal)
16.000 employees, and more than 2 million active users are affected by the reform.

July 1st 2006, The Norwegian Labour and Welfare Administration was established and a new intranet , "Navet", was launched. October 2nd 2006, the same date as the first local NAV office was established, the new website www.nav.no was launched.

The project for both the new intranet and website was established 9 months before the new organisation was launched. In this session you will get a presentation of the main project challenges and how they were solved.
